Our old neighbors used to do that, since there's no real way to enforce the water conservation rules. By the time anyone would get there to write up the citation, they'll be done with the watering. And what made it worse was that they always got the mention from the neighborhood association for having the best garden, which they could only maintain because they cheated. Just one of many reasons why they were bad people.
yeah, I actually think it rains enough; at least where I'm from. I understand the need to water in dryer climates. On the other hand, if you live in a really dry climate (like arizona or something), you probably shouldn't have a lawn.

I'm with you on the last two. I think in general people should water their lawns. Otherwise they will die.
